The City of Loveland has been asked to assist with the construction of off-site roads for a proposed water park resort in East Loveland near Bird Avenue, the street that would be home to an Amazon fulfillment center.
The city council held an executive meeting on Tuesday night to consider the water park issue. While no formal action was taken following the executive meeting, Water Valley developer Martin Lind was pleased with the project and confirmed he was the developer of the project. He is negotiating with the city about incentives to implement the project.
“Water Valley Corporation is ecstatic to introduce the Grand Rocky Mountain Resort & Conference Center. We are very excited about the area’s acquisition of this state-of-the-art project,” Linde said in an email to BizWest.
He said the resort would be “a first-class facility, a first-class operator and a first-class location”.
He said he and the community “have made a lot of sacrifices in the abandoned state-led RTA (Regional Tourism Authority) over the past seven years. That effort and learning curve has brought us to where we are today. Loveland is in the right and There’s still work to be done on the incentive side, but as long as a favorable conclusion is drawn, it will be a great day for Loveland and, because of this location, all NOCO,” Linde said.
Kelly Jones, the city’s economic development director, said the council was “excited about the concept” and directed her to begin due diligence on the project.
Off-site street improvements will also support the Amazon fulfillment center, the Hines project under construction in Bird, a 25-axis mixed-use industrial building and the expanded Northern Colorado Regional Airport terminal, Lind said.
Lind said he also asked for sales tax and lodging tax returns to help fund the project. These types of incentives are being considered for the previously unbuilt RTA water park, he said.
Lind said PCL Construction Inc. will be the contractor for the project. PCL’s U.S. headquarters is in Denver, and its clients include Disney, Universal Studios and SeaWorld.

Lind was interested in building water parks and was initially involved in the creation of a state-funded regional tourism program. Failed to make progress last fall.
Information provided today says plans call for the resort to serve as both a destination for travelers and a “hub and spoke” location that travelers can use as a base for other tourism activities in the region.
The plan calls for 390 rooms and suites in the hotel, operated by American Resorts Management Corporation, to be built at the resort and a 69,000-square-foot convention center. Developers say the water park will be 85,000 square feet and include 11 slides as well as cabanas, a party room, food court and gift shop. A 40,000-square-foot outdoor courtyard recreation area with a reflecting pool is proposed, as well as a 10,000-square-foot family entertainment center.
Multiple restaurants including rooftop restaurants, sports bars, arcades, spas, fitness centers and other functions, he said.
A promotional video for the project says the resort will create more than 500 jobs.
